Job Responsibilities
  • Implement the ESMS and OSHMS within the country context, adapting corporate procedures to local regulatory and cultural conditions.
  • Oversee site-level Environmental and Social Management Plans (ESMPs), ensuring integration into day-to-day project execution and semi-annual reviews.
  • Assist the Regional ESG Manager in due diligence activities, providing local context, site visits, data collection, and stakeholder consultations.
  • Serve as the primary OSH lead at national level, driving safety performance and ensuring compliance with local labor and safety regulations.
  • Oversee implementation of the Permit to Work (PTW) system, Lockout/Tagout (LOTO) procedures, and Safe Work Procedures (SWPs) across all sites.
  • Lead incident investigations, coordinate Corrective and Preventive Action Plans (CAPAs), and ensure lessons learned are integrated into procedures.
  • Monitor leading and lagging OSH indicators and report trends to the Regional ESG Manager.
  • Oversee Stakeholder Engagement Plans (SEPs) and ensure culturally appropriate and accessible grievance mechanisms at all sites.
  • Build relationships with regulatory authorities, local government units, and community stakeholders.
  • Ensure contractor ESG onboarding prior to mobilization, including mandatory orientation on ESMS, OSHMS, and site-specific requirements.
  • Oversee contractor safety management, including prequalification, JHA review, PTW compliance, and performance monitoring.
  • Conduct or coordinate contractor ESG audits and follow up on corrective action plans; evaluate contractor ESG performance for contract renewals.
  • Conduct annual Training Needs Assessments and implement country-specific ESG training plans.
  • Facilitate delivery of core training modules (ESG Induction, OHS, Environmental Management, Grievance Mechanism, Emergency Response) and role-specific training for ESG Focal Points.
  • Ensure toolbox talks, pre-task briefings, and emergency drills are conducted at required frequencies.
  • Supervise and provide technical support to ESG Focal Points, Environmental Officers, and Health and Safety Officers at project sites.
  • Maintain monitoring systems for environmental, social, and OHS parameters aligned with ESMP and OSHMS requirements.
  • Prepare monthly and quarterly ESSH reports covering compliance status, incidents, grievances, training metrics, and KPIs.
  • Ensure timely submission of regulatory reports to host-country authorities and coordinate external audits by lenders and regulatory bodies.
  • Oversee site-specific Emergency Preparedness and Response Plans (EPRPs), ensuring coordination with local authorities and communication in local languages.
  • Coordinate emergency response for environmental, safety, and social incidents; lead post-incident reviews.
  • Oversee implementation of Pollution Prevention and Resource Efficiency Programs, including waste management and hazardous materials handling.
  • Ensure compliance with biodiversity management requirements, including Biodiversity Action Plans (BAPs) and critical habitat assessments where applicable.
  • Oversee Cultural Heritage and Chance Find Procedures, ensuring protocols are embedded in construction method statements.
  • Support land acquisition and resettlement processes aligned with IFC PS5, including livelihood restoration programs.
  • Ensure implementation of Inclusion, Gender, and Livelihood Programs, including gender-sensitive engagement and workforce diversity tracking.
  • Coordinate with the Project Development Department on ESG matters during project planning, permitting, and construction phases.
  • Provide ESG assistance and support for operating assets, including ongoing compliance monitoring, periodic audits, and continuous improvement initiatives.
  • Perform other duties and responsibilities as may be assigned by the Regional ESG Manager from time to time.
Requirements
  • Bachelor's degree in Environmental Science, Occupational Health and Safety, Engineering, Social Sciences, or related field.
  • Advanced degree (Master's) in Environmental Management, Sustainability, or related discipline preferred.
  • Minimum 7-10 years of experience in environmental, social, and/or OHS management.
  • At least 5 years in the renewable energy, infrastructure, or construction sector.
  • Experience with IFC Performance Standards, Equator Principles, and development finance institution requirements.
  • Demonstrated experience managing ESG compliance for large-scale projects.
  • Excellent written and verbal communication skills in English and local language(s).
  • Cultural sensitivity and ability to work effectively in multicultural environments.
  • Strong interpersonal skills for engaging with diverse stakeholders including communities, government agencies, and contractors.
  • Ability to facilitate training sessions, workshops, and community consultations.

  • Proficiency in HIRAC, Job Hazard Analysis (JHA), Permit to Work (PTW), and Lockout/Tagout (LOTO) procedures.
  • Familiarity with ESIA/IEE processes, biodiversity assessments, and critical habitat evaluations.
  • Understanding of land acquisition, resettlement frameworks, and livelihood restoration aligned with IFC PS5.
  • Knowledge of pollution prevention, waste management, and hazardous materials handling requirements.
  • Competence in ESG data management, monitoring systems, KPI tracking, and reporting.
  • Understanding of stakeholder engagement methodologies and grievance mechanism design.
  • Knowledge of host-country environmental laws and regulations (e.g., Environmental Impact Assessment requirements, environmental permits and clearances, protected area regulations, pollution control standards).
  • Knowledge of host-country labor and occupational safety laws (e.g., Labor Code, Occupational Safety and Health Standards, workers' compensation requirements).
  • Knowledge of host-country social regulations (e.g., Indigenous Peoples' rights, land acquisition and compensation laws, resettlement requirements, community consultation mandates).
