The transition toward a green transportation system in Ho Chi Minh City is regarded as one of the top priorities in the city’s strategy to reduce emissions, improve air quality, and enhance urban operational capacity. However, if efforts remain limited to a few isolated initiatives without a comprehensive policy framework - one that is grounded in real data, involves all relevant stakeholders, and is supported by thorough preparation in terms of institutions, technology, finance, and public awareness - this transformation will be difficult to achieve effectively.
